Please be advised, due to an error on the Planning Application Portal, there is currently no option to make payment using a Visa Debit card, this error is currently being investigated for a resolution.

If you wish to pay using a Visa Debit card, please do not use the Planning Application Portal.

To pay using a Visa Debit card please use this link https://pay.mornpen.vic.gov.au/home/menu and then email your application documents along with your receipt to Planning@mornpen.vic.gov.au
