Assistance to Heritage Place Owners
In recognition of the efforts of owners who preserve, restore or maintain the heritage value of their properties, the Shire offers the following forms of financial and practical assistance:
- Heritage Grants
- Heritage Rebates
- Heritage Advice
- Heritage Awards
To be eligible for assistance, a property must be protected by the Heritage Overlay in the Mornington Peninsula Planning Scheme, either individually or as a contributory element of a heritage precinct.
A property is protected by the Heritage Overlay if it is listed under the Schedule to Clause 43.01 (Heritage Overlay) of the Mornington Peninsula Planning Scheme. The maps to the Mornington Peninsula Planning Scheme would also show the Heritage Overlay applying to a property that is protected by the overlay.
Heritage Grants
The Shire annually funds a small grants program to assist heritage place owners who undertake heritage conservation projects. You can read more about the program on the Heritage Grants webpage.
Heritage Rebates
The Shire offers a rebate on rates for a property that is protected by the Heritage Overlay to recognise its heritage value as well as the cost of preserving, restoring or maintaining the heritage value. Owners of a heritage place must first complete and submit an online Heritage Rebate Form with information about how the heritage value will be preserved, restored or maintained to be eligible for a rebate. Once the form is assessed and approved, the heritage place will receive an automatic rate reduction every year. The reduction is calculated according to a property valuation formula as explained on the Heritage Rate Rebates webpage.
Heritage Advice
The Shire provides free pre-application advice for heritage place owners about development and maintenance of their properties. While concept plans are not required during the pre-application meeting, owners are encouraged to seek the advice as early as possible. Officers will conduct a site visit and provide preliminary advice, which may identify areas that need maintenance to help preserve the heritage fabric. Heritage Awards
The National Trust of Australia (Victoria) gives, with Council support, awards to owners, trades people and designers who have demonstrated excellence in preservation, restoration and reuse of heritage places in the Mornington Peninsula.
