Parklet Permits
On 3 October 2023, Mornington Peninsula Shire adopted a Parklets Policy that will enable traders to create parklets for ongoing use.
Parklets are trading areas which are set up in carparks out the front of a business. Originally intended to be a COVID recovery measure, the program is continuing due to the significant community and business support. Businesses are now invited to apply for a Parklet Permit. Please note, with the end of the COVID emergency declaration, the rules governing parklets have changed so please review the application requirements and design guidelines (linked below) before commencing your application.
Application Checklist
- Parklet design as per the Parklet Design Guidelines
This will be needed when you talk to the Planning department
- Planning approval
Obtain a Planning Permit Amendment or Written Advice that you do not require an Amendment
- Approval from three neighbours on each side of the business
Talk to your nearest neighbours to obtain their written support
- Insurances
Ensure you have the required insurances listed in the Parklets Design Guidelines
- Current Footpath Trading Licence (with liquor) or Permit (without Liquor)
- Company report no older than three months
- Liquor licence with approved Liquor Control Vic Permit (if you plan to serve liquor)
If you require an Amendment to your Liquor Licence, please note this in your application. The Shire will provide you with a provisional permit without liquor which will act as the approval you need to apply for your Liquor Licence Amendment. - Department of Transport approval (if required)
- Are you on a Department of Transport Road?
- Find the information you need to obtain DoT approval
- Submit your application for DoT approval
- Any other required specifications (if required)

Apply for a Parklet Permit
Every application will undergo review upon submission. However, we’re unable to provide applicants with outcomes until the decision regarding the current Planning Scheme Exemption in October has been reached.
