Council Meeting Etiquette
Public Attendance at Council Meetings – Behaviour Guidelines
The Mornington Peninsula Shire Council welcomes members of the community to attend Council Meetings and recognises public participation as an important aspect of transparent and accountable governance.
In order to maintain the orderly conduct of meetings, protect the rights of all participants, and ensure decisions can be made without disruption, the following requirements apply to all members of the public in attendance.
Behavioural Requirements
Members of the public must:
1. Refrain from interruptions – Councillors and officers must be permitted to speak without interruption.
2. Avoid disruptive conduct – clapping, booing, shouting, interjections, or any other disruptive behaviour is prohibited.
3. Comply with the process for public questions – all questions must be submitted in writing prior to the commencement of the meeting in accordance with Council procedure.
4. Comply with the directions of the Chair – the Chair is responsible for the orderly conduct of the meeting and their instructions must be observed at all times.
5. Use appropriate and respectful language – offensive, abusive, or insulting language will not be tolerated.
6. Not film, record or photograph proceedings inside the Council Chamber without express authorisation.
7. Not bring placards, banners, or other items intended for display into the Council Chamber.
Non-Compliance
Any person who fails to comply with these requirements or the Governance Rules will be directed to cease the behaviour, and if necessary, may be removed from the meeting at the discretion of the Chair.
