What pets need to be registered?
All cats and dogs over the age of three months must be micro-chipped and registered with the Shire.

What pets must be de-sexed?
Cats that are over three months of age. Exemptions for members of approved organisations Feline Control Council (Victoria), Cat Fancy Australia and Victoria, Australian National Cats Inc.

When is pet registration due?
Pet registration is due by 10 April every year.

Registering your pet for the first time

Please register your new pet as soon as possible using one of the below options:

The first registration for animals registered within eight (8) weeks of taking ownership or moving into the municipality will not incur a fee for the current registration year. New registrations in 2024 will expire 09 April 2025, irrespective of original registration date.

The registration period for animals runs from 10 April 2024 to 09 April 2025.

Supporting documentation must be provided with the application. 

Once the registration has been processed you will be issued with a registration certificate and an identification disc that you must attach to your pet's collar.

Proof of de-sexing for cats must be submitted with the registration application (unless exempt) or the registration will not be processed.

Renewing your pet registration

Cat and dog registration fees

  • You must renew your animal registration by 10 of April every year.
  • We mail out animal renewal notices mid-March every year.
  • If your details have changed and you no longer reside in the Mornington Peninsula Shire, or your animal is no longer with you please let us know.
  • Please renew your pet’s registration before 10 of April to avoid a $363.00 Infringement, however this amount is subject to an annual increase by State Government and will change accordingly.

All charges include the government levy of $4.51

*Pension Fees are offered to residents who have an approved Pension Concession card issued by the Department of Health and Human Services or the Department of Veterans Affairs. *Health Care Cards and Senior Cards are not applicable.

Council does not refund registration fees for pets that move from the Mornington Peninsula Shire.

Why should I register my pet?

Registering your dog or cat greatly improves their chances of being returned to you if they become lost.

Pet registration fees go towards providing a whole range of other important services including leash-free areas, education to prevent dog attacks, responsible pet ownership information and education.

The Domestic Animals Act 1994 states that all cats and dogs over the age of three months must be microchipped and registered with Council. The maximum fine for failing to register your pet is more than $2,400.

Changing your pet registration details

If you have moved houses within the Shire, you will need to advise us to update your details and your pet’s registration details.

If you have moved from the Mornington Peninsula Shire, you will need to advise us so we can update the registration details on our data base and a new registration will be required within your new Shire.

If you have moved into the Mornington Peninsula Shire from another Shire a New Registration Application is required, registrations are not transferrable between Councils go to Registering Your Pet.

Replacement pet registration discs

If your pet has lost its registration disc email Animal Changes, call us on 1300 850 600 or 5950 1000 to get a replacement disc, or you can visit any of our Customer Service Centres.

Pet registration ownership transfer

If you would like to transfer ownership of an animal that is registered within the Mornington Peninsula Shire, complete the Animal ownership transfer form or download and complete the Animal ownership transfer PDF(PDF, 264KB) form and email to animals@mornpen.vic.gov.au.

A Statutory Declaration completed by the current owner of the animal must accompany the application and be witnessed by a Notary Public for the transfer to be processed.
