Parking enquiries

With more cars using our roads and parking spaces, the Shire faces a challenge to keep our community safe. Everyone can do their part by knowing and obeying parking rules and regulations where they park.

The Shire focuses on strategic management of parking and has produced Parking Precinct Plans for the main commercial areas of Mornington, Rosebud and Hastings. A copy of these Plans is available here.

Can I park there?

We are often contacted by residents concerned with illegal and unsafe parking in the Shire. The Road Safety Road Rules 2017 (which covers parking rules) are determined by the Victorian State Government. A summary of these rules can be found on the VicRoads website.

Stopping across driveways

Parking up to a driveway is acceptable under current road rules, however it is illegal to stop/park across a driveway unless you stay in the car and are there for no more than two minutes. You must move immediately if required to do so to allow entry or exit by the owner/occupier.

Parking on nature strips, footpaths and dividing strips

It is an offence to park on a nature strip, footpath or dividing strip, even if you're only stopped for a minute.

Council enforces this rule as vehicles parked on a nature strip, footpath or dividing strip may pose a safety hazard to pedestrians and other drivers by impeding the line-of-sight of other vehicles. The weight of a vehicle can also cause damage to underground infrastructure and services, the kerb and channel, drain connections, and the nature strips themselves.

Intersections

A driver must not stop with any part of their vehicle within 10 metres of an intersection (20 metres if the intersection has traffic lights) unless signed otherwise.

Allow three metre gap

At least three metres must be left between your vehicle and a solid centre dividing line or another vehicle to allow other vehicles to pass safely and not obstruct traffic.

Yellow edge line

A driver must not stop on the side of the road marked with a yellow edge line.

Double parking

It is illegal to double park at any time. This affects the flow of traffic and creates a safety concern.

Restrictions and timed parking

Our parking regulations help to: 

  • Keep turnover of parking consistent in high activity areas, allowing all motorists an opportunity to park in high-demand parking bays.
  • Deter people from parking in areas where they risk the safety of pedestrians or may prevent drivers from having a clear view of roads (especially in school zones and around school crossings).
  • Keep access open for emergency vehicles.

Parking signs are designed to be read top to bottom, left to right. While the most important restrictions are often at the top of the parking sign, it is important to read the whole sign and determine what restrictions apply as they can have different information for different times of the day or of the week. Make sure you check the parking signs, paying attention to the direction of any arrows.

If you are in a timed parking area, make note of the time you parked in the bay. The timed parking begins when you park your vehicle in the bay, not when you exit the vehicle.

No Parking School Zones

No Parking areas outside of schools (otherwise known as Kiss and Go parking) are designed to provide families with a safe and convenient area for dropping off and picking up children from school. It’s a short-term stopping area for children to be able to walk between the car and the school, using the safety of the footpath. Park and Stride, along with remote drop-off locations also serve to reduce congestions around schools.

The No Parking (Kiss and Go) zones are for short-term stopping only. They are located to ensure consistent turnover of vehicles during peak pick up/drop off periods.

At a No Parking (Kiss and Go) sign, a vehicle is permitted to stop for up to 2 minutes, while children safely exit or enter the car. The driver must remain within three metres the vehicle.

Accessible parking

The Australian Standards require one accessible parking bay per 100 car park spaces. Across the Mornington Peninsula Shire, our ratio is generally 1 to every 50 car park spaces.

We endeavour to provide as much assessable parking as possible, however demand is higher than the supply at times. Please remember with an Accessible Parking Permit, you are able to park for double the length of time in a timed car space.
