Parking enquiries

With more cars using our roads and parking spaces, the Shire faces a challenge to keep our community safe (future plans for Hastings, Mornington and Rosebud are detailed in Parking Precinct Plans). Everyone can do their part by knowing and obeying parking rules and regulations where they park.

At the Shire we focus on strategic management of parking and have produced Parking precinct plans for the main commercial areas of Mornington, Rosebud and Hastings. We are looking at rolling a strategic approach to other high demand areas across the peninsula (Exploring options for better parking management - Mornington Peninsula Shire (mornpen.vic.gov.au)).

Can I park there?

We are often contacted by residents concerned with illegal and unsafe parking in the Shire. The road rules (including parking rules) are determined by the Victorian Government a summary of these rules can be found on the VicRoads website.

Stopping across driveways

Parking up to a driveway is acceptable under current road rules, it is illegal to stop/park across a driveway unless you stay in the car and are there for no more than two minutes. You must move immediately if required to do so to allow entry or exit by the owner/occupier.

Parking on nature strips

Under State Government and our Local Law it is illegal to park on a grassed or landscaped nature strip without a specific exemption. Whilst patrolling areas we will issue warning letters when cars are not parked safely. Advising residents where the area of concern is. If the unsafe parking does not cease we may issue infringement notices.

We introduced these rules to:

  • protect nature strips and the infrastructure located underneath them
  • ensure the safe movement of pedestrians
  • ensure drivers have an unimpeded view when exiting/entering streets or roads
  • ensure safe movement of vehicles to and from driveways.

Intersections

A driver must not stop with any part of their vehicle within 10 metres of an intersection (20 metres if the intersection has traffic lights) unless signed otherwise.

Allow three metre gap

At least three metres must be left between your vehicle and a solid centre dividing line or another vehicle to allow other vehicles to pass safely and not obstruct traffic.

Yellow edge line

A driver must not stop on the side of the road marked with a yellow edge line.

Double parking

It is illegal to double park at any time. This affects the flow of traffic and creates a safety concern.

Restrictions and timed parking

Our parking regulations help to: 

  • Keep turnover of parking consistent in high activity areas, allowing all motorists an opportunity to park in high-demand parking bays.
  • Deter people from parking in areas where they risk the safety of pedestrians or may prevent drivers from having a clear view of roads (especially in school zones and around school crossings).
  • Keep access open for emergency vehicles.

Parking signs are designed to be read top to bottom, left to right. While the most important restrictions are often at the top of the parking sign, it is important to read the whole sign and determine what restrictions apply.

Make sure you check the parking signs, paying attention to the direction of any arrows. If you are in a timed parking area make note of the time you parked, you could enter the parking time into your phone as a reminder.

Signs can have different information for different times of the day or of the week so read them carefully.

Restricted Parking Permits

We do not issue Residential Parking Permits, click further information on our Visitor Paid Parking Pilot - Mornington Peninsula Shire (mornpen.vic.gov.au).

No parking

You can stop here for up to two minutes* (or the time limit shown on the sign) to pick up or drop off passengers or goods. You must stay within three metres of your car. * Note: A permit holder of a parking permit for people with disabilities can stop for up to five minutes.

No Parking School Zones

No Parking areas outside of schools (otherwise known as Kiss and Go parking) are designed to provide families with a safe and convenient area for dropping off and picking up children from school. It’s a short-term stopping area for children to be able to walk between the car and the school, using the safety of the footpath. Park and Stride, along with remote drop-off locations also serve to reduce congestions around schools.

The No Parking (Kiss and Go) zones are for short-term stopping only. They are located to ensure consistent turnover of vehicles during peak pick up/drop off periods.

At a No Parking (Kiss and Go) sign, a vehicle is permitted to stop for up to 2 minutes, while children safely exit or enter the car. The driver must remain within three metres the vehicle.

Accessible parking

The Australian Standards require 1 accessible parking bay per 100 car park spaces. On Mornington Peninsula Shire our ratio is generally 1 to every 50 car park spaces.

We endeavour to provide as much assessable parking as possible however demand is higher than the supply at times.  Please remember with a disabled parking permit you are able to park double the time in a normal car space. Disabled Parking Permit - Mornington Peninsula Shire (mornpen.vic.gov.au)

Not all disabled parking bays meet the standard of a hashed area between bays for easier access with a wheelchair or mobility device.  This is because as some accessible spaces are used by people with a disabled permit who don’t use a mobility device.

A summary of the key requirements of AS/NZS2890.6-2009 is outlined below:

• Angled parking spaces are to be 2400mm wide x 5400mm long (AS2890.6, Clause 2.2.1(a).
• A 2400mm wide x 5400mm long shared area is to be provided on one side of accessible angle parking space (AS2890.6, Clause 2.2.1 (b);
• The dedicated space and shared area are to be on the same level (AS2890.6, Clause 2.2.1(d);
• A bollard is to be provided in the shared area (AS2890.6, Clause 2.2.1(e)) at a height of 1300mm high (AS2890.1:2004, Clause 2.4.5.3(b);
• Pavement markings (line marking) are to be yellow only (AS2890.1, Clause 3.2).
• Pavement markings are to be non-slip (AS2890.1, Clause 3.2).
• Parking spaces to be outlined with unbroken lines 80 to 100 mm wide on all sides excepting any side delineated by a kerb, barrier or wall (AS2890.6, Clause 3.2(a)).
• The height clearance from the car park entrance to all accessible parking spaces is to be a minimum 2200 mm (AS2890.6, Clause 2.4);
• The headroom above each accessible parking space and adjacent shared area is to be a minimum of 2500mm (this may be reduced above bonnet areas to allow for structural bulk-heads, pipe work etc) (AS2890.6, Clause 2.4, Figure 2.7);
• Parallel parking spaces are to be not less than 3200mm wide x 7800mm long (AS2890.6, Clause 2.2.2(a));
• A shared area adjacent to the non-trafficked side of the dedicated parallel parking space is to be not less than 1600 mm wide by 7800 mm long (AS2890.6, Clause 2.2.2(b);
• Kerb ramps are to be provided (AS2890.6, Clause 2.5) where required and the profile of kerb ramps has also been changed (AS1428.1-2009, Figure 24(A),(B),(C)); and
• All accessible parking spaces to be identified by a white symbol of access in accordance with AS 1428.1-2009 between 800 mm and 1000 mm high placed on a blue rectangle with no side more than 1200 mm in the centre of the space between 500 mm and 600 mm from its entry point.
• Area to comprise a firm plane surface with a gradient not exceeding 1:40 in any direction (or 1:33 if a bituminous seal and area is outdoors) (AS2890.6, Clause 2.3).
