Rosebud Activity Centre Structure Plan
The Rosebud Activity Centre Structure Plan (adopted on 24 August 2015) provides guidance on the future growth and development of Rosebud town centre.
The Plan establishes a long-term vision for the town centre. This will be used for future planning and decision-making about the use and development of private and public land. It also seeks to provide greater certainty for residents and landowners regarding the future planning and development of the town centre up to the year 2030.

Implementation
An amendment to the Mornington Peninsula Planning Scheme was undertaken to implement the recommendations in the adopted Plan. The amendment, referred to as Mornington Peninsula C206, was approved with changes by the Minister for Planning and gazetted on 22 November 2019.
The approved amendment essentially:
- inserts a new local planning policy under Clause 22.23;
- adds a new local schedule to the planning overlay under Clause 43.02 Design and Development Overlay, i.e. DDO26;
- provides built form controls on new development within the commercial areas of Rosebud town centre via the new DDO26; and
- rezones specific land within the town centre to the Mixed Use Zone (MUZ).
