Amendment C302morn - Municipal Heritage Review

Amendment C302morn proposes to implement the findings of the:

  • Mornington Peninsula Heritage Review – Area 4: Westernport and Hinterland, Vol. 1, 2 and 3 (RBA Architects, 2024),
  • Mornington Peninsula Heritage Review – Stage 5: Other Places: Methodology, Recommendations and Citations (Heritage Alliance 2023, revised April 2024),

    and other site-specific reviews of places of potential heritage significance. It does this by proposing to include the identified places in the Heritage Overlay on a permanent basis.


Most sites are in the Westernport and Hinterland region of the Mornington Peninsula, while the places assessed in Stage 5 are geographically spread out across the Mornington Peninsula.

The amendment also proposes to:

  • make corrections to several existing Heritage Overlays,
  • update the incorporated document Heritage Design Guidelines: Sorrento Historic Precinct, and
  • add Ocean Beach Road Commercial Precinct Sorrento Heritage Policy for Planning Applications for Places in the Heritage Overlay (HLDC, 2015) as a Background Document.

A separate planning scheme amendment (Amendment C301morn) has also been lodged for approval with the Minister for Planning, which seeks to apply the heritage overlay to the same identified properties on an interim basis while the planning scheme amendment process for C302morn takes place.

Why is the amendment needed?

The amendment is required to recognise and protect places of heritage significance having regard to the findings of the Mornington Peninsula Heritage Review, Area 4: Westernport and Hinterland, Vol. 1, 2 & 3 (RBA Architects, 2024) and Mornington Peninsula Heritage Review 2023 Stage 5 Other Places Methodology, Recommendations and Citations (Heritage Alliance 2023, revised April 2024).

The amendment can be inspected free of charge at the Mornington Peninsula Shire website at:

What happens next?

Council has requested authorisation from the Minister for Planning to prepare the amendment. If authorised, Council will publicly exhibit the amendment for community feedback. Council will send notices about public exhibition to all landowners and occupiers directly affected by the amendment, as well as anyone else that may be materially affected.

 

Will interim controls apply?

Council has also requested the Minister for Planning to prepare, adopt and approve Amendment C301morn.  This amendment proposes to apply the Heritage Overlay to properties identified as having heritage value as part of the Mornington Peninsula Heritage Review Area 4 and Stage 5 on an interim basis while the application of permanent heritage controls is considered through amendment C302morn.  Council will send notices to all landowners and occupiers directly affected should the Minister approve Amendment C301morn

You can have your say about the amendment during the public exhibition period. Your feedback must be in writing and sent to Council before exhibition finishes. You will find instructions on how and when to make a submission on this webpage in early 2025.
