Keeping our footpaths safe and accessible for everyone
Published on 14 April 2026
Mornington Peninsula Shire is rolling out a Peninsula wide audit to make sure our shared spaces are safe, accessible and working well for everyone in our community.
If your business places anything on Council land – like outdoor dining, displays or signage – you’ll need a valid Footpath Trading Permit.
This helps us make sure there’s enough clear space for people to move safely, whether they’re walking, using a wheelchair, pushing a pram or simply enjoying their local street.
This follows last year’s community consultation held from May to June, where we heard from both businesses and residents about how footpaths are used, what’s working well, and where things could be improved.
Through that process, we heard that people value vibrant, active streets – but also want footpaths to remain easy to navigate and accessible for everyone. That feedback helped shape our updated Footpath Trading Policy, adopted in October 2025.
Now, we’re focused on putting that into practice in a way that’s fair and consistent for everyone.
We’ll be reaching out to Peninsula businesses as part of an audit, with a focus on providing clear information and support to help people understand what’s required and get set up correctly.
Acting Mayor Paul Pingiaro said footpaths play an important role in everyday life across the Peninsula.
“Our footpaths are shared spaces. They’re where we walk, meet, shop and connect.”
“We want to support our local businesses to create vibrant, welcoming streets, while also making sure these spaces stay safe and accessible for everyone in our community.”
We’re encouraging any business currently using the footpath outside their premises to take a moment to check their permit and get in touch if they need support.
