Building hope & stability: join the conversation on community housing

Mornington Peninsula Shire is seeking community input on a proposed community housing project in Rosebud.
This initiative aims to provide safe, stable, and affordable housing for local low-income women with children, as well as women aged 55 and over at risk of homelessness.
The proposed housing will provide medium-term accommodation to help residents regain independence and transition to permanent housing.
The project’s scope:
- Up to 19 dwellings (1 and 2 bedroom self-contained townhouses and apartments)
- On-site parking with 19 car spaces
- Allocated land: 23 McDowell Street, 36 and 40 Rosebud Parade, and 1 Spray Street (close to essential services, schools, open space, and shops)
This housing will blend into the local community, maintaining the neighbourhood character while offering vital support to women and children facing housing insecurity.
The proposal is for community housing for women and children, offering a safe place for people to get back on their feet, not permanent housing.
How will this be funded?
The project is expected to cost approximately $10 million. The Shire is working to secure State and Federal government or private funding to make this project a reality. The project will not be funded by Shire rates.
Why this project matters:
Community housing offers more than just a roof over one’s head. It provides a safe, supportive environment where women and children can rebuild their lives, access vital services, and gain a stable foundation to transition into permanent housing.
This project responds to the rising number of local women and children sleeping in cars, on the foreshore, or in unsafe environments. For women over 55, community housing offers a lifeline to avoid the cycle of housing insecurity and age with dignity.
