Have your say: how well is our Planning Scheme working?

Every four years, we are required to review the Mornington Peninsula Planning Scheme and report the findings to the Minister of Planning. The 2026 review is currently underway, and the draft 2026 Planning Scheme Review Report (Volume 1 and 2) is ready for our community’s feedback.
The Mornington Peninsula Planning Scheme is a legislative document that sets out the planning policies, objectives, strategies and controls for the use, development, protection, and conservation of land across the Shire.
This report includes analysis on a range of planning matters and issues, as well as a list of recommendations for further strategic work for us to undertake over the coming years to make sure our planning scheme continues to achieve State and local planning policy objectives.
The report explores several factors which are driving change on the Peninsula. These include:
Acting Mayor Paul Pingiaro explained that this review does not introduce any changes that would affect a person’s property.
“This is a legal requirement that we undertake every four years," Cr Pingiaro said.
"It is a high-level assessment of the overall performance of the Planning Scheme in achieving state and local planning objectives.
"We invite our community to have a read of the report to ensure the issues and recommendations reflect their views.”
Our community’s feedback will help shape the final document, before it is submitted to the Minister for Planning by 31 October 2026.
