Understanding dust on unsealed roads

Unsealed roads rely on natural moisture to bind surface particles and maintain road integrity. During hot, dry periods, this moisture evaporates, leading to increased dust generation. This can affect road conditions and local amenity for residents.

The materials used in the construction and maintenance of unsealed roads are typically derived from natural rock, often granitic in origin. As with most natural soils and rock, these materials can contain silica, which is a common and naturally occurring mineral found in the environment.

Environmental monitoring undertaken in comparable areas has not identified dust levels exceeding relevant regulatory thresholds. Based on current evidence, there is no indication of a risk requiring action under applicable legislation.

Dust suppression on unsealed roads

Unsealed roads are an integral part of the rural landscape and contribute to the character of non-urban areas. Dust generation is an inherent environmental factor, particularly during dry conditions and with vehicle movement.

The Shire undertakes a targeted annual dust suppression program to improve amenity and manage road conditions in selected locations. It is important to note that there is no legislated requirement for Council to undertake dust suppression on unsealed roads, including in relation to naturally occurring components such as silica. Dust suppression is therefore provided as a discretionary service rather than a regulatory obligation.

Selection criteria for annual program

Roads are selected for treatment based on a range of factors, including:

  • Traffic volume
  • Proximity to community facilities (e.g. recreation reserves, schools)
  • Road classification (e.g. higher priority access roads)
  • Environmental considerations

The Infrastructure Services team is not currently assessing additional roads for inclusion in the Shire-funded dust suppression program due to current funding constraints and pending updated traffic data for the unsealed road network.

Treatment process

Dust suppression is applied using a hygroscopic solution that attracts and retains moisture from the air.

The process involves:

  • Cut open the roads surface
  • Grading the road surface
  • Applying the solution via tanker

The treatment binds fine particles together, increasing their weight and reducing their ability to become airborne due to wind or traffic. It also helps stabilise the surface by locking finer materials with coarser aggregates.

Effectiveness and duration

Dust suppressant treatments are typically effective for 3–6 months, depending on weather conditions, traffic volumes, and site-specific factors.

While treatments can significantly reduce dust, they do not eliminate it entirely and do not provide a permanent solution.

Resident-funded dust suppression options

For roads not included in the annual Shire funded program, residents may apply for privately funded dust suppression through the Shire’s contractor.

This allows property owners to:

  • Treat the section of road adjacent to their property, or
  • Work collaboratively with neighbours to treat longer sections of road

These arrangements are optional and provided as a service to the community.

Additional notes and recommendations 

  • Dust suppression is applied to the road carriageway only. Dust may still occur from vehicle movement on road shoulders.
  • Passing vehicles can generate dust, though this is less frequent on lower traffic roads.
  • Larger treatment areas generally achieve better results. Treatments under 30–40 metres may be less effective.
  • Resident contributions are charged at cost, with no additional margin applied by the Shire. 

By implementing targeted treatments and offering optional participation, the Shire aims to manage dust impacts while recognising that unsealed roads, and the naturally occurring materials they are formed from, are a standard feature of the local environment.

Frequently asked questions

How many unsealed roads are there and how many of these receive dust suppression?
Of the 1500 km of roads the Shire is responsible for, 380 km of these are unsealed. The Shire has an annual program for the application of dust suppressant to 22km of key high-use link roads.

What factors limit the program?
Dust suppression is an expensive process. The extent of the program is limited to the level of annual funding.

How does the Shire determine which roads receive dust suppression?
When roads are assessed for inclusion in the program, the role of the street, including traffic volumes is a primary consideration. Critical link roads and streets which provide access to Council facilities (e.g. Tennis Clubs, Recreation Reserves etc.) are given priority due to their use by the wider community.

How do group applications for dust suppression work?
Group applications are submitted by a group leader for a specific street or area. The group leader coordinates with the residents, selects the group application option, and submits the request.

  • After the treatment is completed, the group leader is invoiced and is responsible for collecting payments from participating residents.
  • This process encourages more residents to take part, helping to optimise dust suppression.
  •  In some cases, if residents on both sides of the road participate, the cost can be shared, or the treatment length can be extended for better results.


For example, every year we receive a group application for Morrisons Ave and Finish Street in Mt Martha, where the entire roads are treated and the cost is shared among residents.

 When is the dust suppression program carried out?
Works are usually carried out two weeks prior Christmas. This ensures there is no negative impact from spring rain and it ensures the product is still performing through to the end of the hotter months of summer.

 What is applied to the road?
A hygroscopic solution mixed with water and delivered to the site in a bulk liquid tanker.

 How is it applied?
The solution is applied using a regulated tanker. The road is graded, solution added and then it is roll finished.

 How does it work?
The hygroscopic solution attracts and retains moisture from the air. The solution binds itself and water molecules to the road surface fines making them heavier and less prone to lifting from the road by wind or traffic action. The solution penetrates the road so that finer particles are retained in the road surface and lock the coarser aggregates into place.

 What are the other benefits of this product?
It acts as a compaction agent, stabiliser and dust suppressant, resulting in a smoother, harder road surface which can often allow safer driving speeds.

How long does it last?
The longevity of any dust suppressant is dependent upon external factors such as the type of gravel treated, traffic use and climate patterns. In practice most local government and private purchasers will treat their areas at the beginning of summer or local dry season and that is enough to see them through till the same time next year.

If my road is not on the program, can you spray water on it?
With the current climate, the use of drinking water on roads is not a sustainable practice and will only be carried out as an absolute necessity e.g. health concerns. Often water sprayed on the road evaporates or soaks into the ground and within hours the effect is lost.

 Are there any other treatments available?
At this stage, this type of product is the best solution available, however through the Safer Local Roads partnership we continue to investigate new options that are environmentally, economically and socially sustainable.

 Clearly a way of resolving dust issues is to upgrade (seal) the road. Under the Local Government Act, Council is able to levy a share of any improvement works to landowners who will receive a benefit from the works. Land owners and interested parties in the area would need to petition the Shire for a special charge scheme to upgrade the road.  In the past councils used oil-based products on the road with excellent results. Why can’t we have that?
Mornington Peninsula Shire is committed to the sustainability of our unique environment. Residue of these oil based products eventually seeps into our water ways and water tables and is detrimental to our environment.

 What do I need to do on the day dust suppression treatment is carried out?
Residents are advised that all parked cars are required to be cleared from the roadway by 7am on the date of commencement, and that the road remains clear until the works are completed.

 Will I be able to drive down my road during the works?
Yes. Traffic will most likely be affected while this work is being undertaken.Vehicular access to properties will be maintained as far as practicable during the road works, however some delays can be expected. Every effort will be made to assist residents and to minimise inconvenience. Traffic advisory signs will warn traffic as required.

Unsealed Road grading program

Supporting safe access while maintaining rural character

Unsealed roads are a defining feature of many non-urban areas, contributing to the rural character and landscape. These roads are designed to provide functional access while retaining the natural environment, rather than the sealed, urban standard seen in built-up areas.

As a result, conditions such as loose surfaces, dust, potholes, and corrugations can occur—particularly during dry periods or following heavy rainfall. These characteristics are expected as part of using unsealed roads.

Why we grade unsealed roads

Grading is undertaken to maintain the safe and functional use of unsealed roads.

Grading works typically include:

  • Smoothing out corrugations and uneven surfaces
  • Filling potholes and reshaping the road profile
  • Restoring drainage to allow water to run off effectively
  • Reworking existing surface materials

Where required, additional gravel or crushed rock may be added to help maintain the road structure and improve longevity.

How grading is scheduled

Unsealed roads are not graded on a fixed routine across all locations. Instead, grading is delivered through a combination of:

  • Programmed inspections, and
  • Intervention-based maintenance, delivered under contract

Roads are inspected periodically, and grading is undertaken when conditions reach defined intervention levels—for example, when corrugations, potholes, or surface deterioration impact safety or drivability.

Timing of inspections and grading can vary depending on:

  • Weather conditions (e.g. rainfall or extended dry periods)
  • Traffic volumes
  • Availability of resources

Reporting a problem

If you have concerns about the condition of an unsealed road, you can request an inspection at any time.

Requests can be submitted through standard customer service channels, including:

Each request is logged and assessed, and where intervention levels are met, works may be scheduled in line with operational priorities.

Managing expectations

While grading improves road conditions, it does not provide a permanent solution. The effectiveness and duration of grading works depend on environmental factors such as weather and traffic.

As unsealed roads are part of a natural and evolving environment:

  • Dust, loose material, and surface variation will continue to occur
  • Recently graded roads may change quickly, particularly in dry or wet conditions
  • Some variability in driving conditions is expected
