Engineering plan assessment, approval, fees and inspections

The Shire will only review your Engineering Plans after:

• Your development Condition 1 plans must have been endorsed by Council's Statutory Planning Unit. You may submit your plans before your Condition 1 plans are endorsed, however they will not be reviewed until after endorsement.
• You or your design consultant have completed the downloadable Engineering Plan Checklist(PDF, 233KB).
• An invoice to pay will be forwarded on receipt of your application.

• One copy of full set of the drainage design plans drawn to scale.
• One copy of onsite detention system calculations, including breakdown of how the system achieves the minimum detention storage and maximum permissible site discharge.
• If a pumping system is proposed, one copy of pump system design calculations that complies with Section (8) of AS/NZS 3500.3:2018 and ‘Appendix L’.
• If required, one copy of endorsed Storm Rating Report that reflects the details of WSUD elements within drainage plans.
• If required, one copy of endorsed MUSIC Report (including the Summary Report *.mrt file) that reflects the details of WSUD elements within drainage plans and shows compliance with stormwater quality targets. if applicable
• If Melbourne Water drainage asset was nominated as the legal point of discharge on the legal point of discharge or planning permit, one copy of Melbourne Water consent letter.

A Construction Management Plan (CMP) may be required for the construction phase of the project. The CMP shows what the contractor must do during construction to protect the environment.

All engineering plan approval applications incur a fee. The fee charged depends on the type and size of development and is reviewed annually.

Amendments to approved engineering plans

When a previously approved design requires minor amendments, Council will charge a minimum amendment fee of $210.00.

If significant design changes are proposed to approved designs, council will apply the full plan checking fee.

• Condition 1 Plans are endorsed by Council’s statutory planning team
• The applicant or consultant submits the following to dev.eng@mornpen.vic.gov.au :
  • A completed Checklist for Development Engineering Plan Approval
  • Engineering design and computations meeting Council’s requirements
  • Receipt of plan checking fee payment,
  • Any other documents required within your planning permit
• Council will send you an acknowledgment email confirming receipt of your application
• Under Section 15 of the Subdivision Act 1988 and Regulation 30 of the Subdivision (Procedures) Regulations 2011, Council may take up to 30 calendar days to approve, specify alterations, or refuse the application
• When approved, you must ensure all requirements stated within the approval letter and approved drawings are met.

Upon completion of construction activities for your development, an Authorised Officer will inspect the works for:

• Compliance with the approved Engineering plans and Planning Permit
• Compliance with the relevant Shire Standard and Works Permit conditions
• Reinstatement of the road reserve to satisfaction of Authorised Officer
• Any damage to Council assets
• Any public safety issues created by the works
