Hastings Town Centre Structure Plan

The Hastings Town Centre Structure Plan (adopted December 2014) is a strategic planning document that outlines objectives, policies and actions to support the development of Hastings town centre over the next 15 years. 

The Plan seeks to shape future growth, land use and development of the Hastings town centre to provide a more attractive, accessible, safe and sustainable town centre.

Implementation of the Hastings Town Structure Plan

An amendment to the Mornington Peninsula Planning Scheme was undertaken to implement the recommendations in the adopted Plan. The amendment, referred to as Mornington Peninsula C190, was approved with changes by the Minister for Planning and gazetted on 19 December 2019.

The approved amendment essentially:

  • inserts a new local planning policy under Clause 22.24;
  • adds a new local schedule to the planning overlay under Clause 43.02 Design and Development Overlay (DDO), i.e. DDO27;
  • provides built form controls on new development within the comnmercial areas of Hastings town centre via the new DDO27; and
  • rezones specific land within the town centre to the Mixed Use Zone (MUZ).
