Background
The Federal Black Spot Program has approved $1,102,920 in funding to complete road safety upgrades in Capel Sound Township.
As part of this project, we are proposing to undertake an area-wide speed limit reduction and install local area traffic management treatments to address safety at high-risk locations in the area bound by Point Nepean Road, Boneo Road and Truemans Road.
Between 2020 and 2024, there have been 11 recorded crashes in the area. Excessive operating speeds and/or visibility issues have been identified as a driving factor behind the crash history.
Beyond crash analysis, this was also a risk-based application, acknowledging the benefit of reducing the likelihood and severity of crashes in the area achieved by lower speed, in line with the Towards Zero road safety strategy. The Shire’s Mornington Peninsula Towards Zero 2020-2025 road safety strategy aims to create a safe road system for the community to reduce road trauma, where appropriate speed limits are in place that are suitable for each road.
The 40 km/h proposed speed limit change for local streets within the map area was supported by a review of the area’s traffic volumes, speeds, pedestrian & bicycle activity, and residential nature of the streets. This change will exclude Eastbourne Road, Point Nepean Road, Boneo Road, Truemans Road, and also the private roads inside Village Glen Retirement Living.
