Creswell Street East Crib Point - Development Contributions Plan

The Creswell Street East, Crib Point Development Contributions Plan (Mesh Planning, April 2026) (DCP) is an Incorporated Document, included in the Mornington Peninsula Planning Scheme on 25 June 2026.

The DCP provides for the funding and delivery of road and drainage infrastructure required to support the urban development of 66 parcels in Creswell, Cooma and Glossop Streets, Crib Point.

The DCP specifically applies to properties located between 1-73 Creswell Street (inclusive), 9 Denman Street and 1-3 Cooma Street, Crib Point as shown below.

What infrastructure is proposed by the DCP?

The infrastructure funded by this DCP is localised in nature, as it is upgrading the existing unmade local roads within the DCP area to generally include a 5.5m (from the invert of each kerb) sealed road that includes local drainage works.

The upgrade of these roads will require removal of vegetation (which Council is seeking approval for now). Cooma Street has been designed to retain two Gippsland Manna Gums within the Cooma Street road reserve -adjacent to 90 and 92 Disney Street. 

The extent of the road and drainage infrastructure works is shown in the map below. The detailed designs are included in Appendix 1 of the Incorporated Document.

When will the road and drainage infrastructure works be constructed?

Under the Incorporated Document, Council must deliver the road and drainage infrastructure works by no later than 30 June 2030. However, Council intends to deliver the infrastructure as soon as possible, once detailed construction designs and relevant agency approvals are finalised. 

We will notify affected landowners ahead of construction commencing.

 

 

Will Council construct a temporary road in the interim?

No. Council will not be constructing any temporary roads. If you wish to construct temporary access to your property through the road reserve area or improve access conditions at the front of your property, you must apply for a temporary Vehicle Crossing Permit. However, please note that any temporary works undertaken by landowners will likely need to be removed when Council delivers the DCP infrastructure. Landowners will not be reimbursed for the removal of any temporary works.

 

What is the total cost of the approved DCP?

The below table (being table 1 of the Incorporated Document) outlines the total costs of the approved DCP:

Is the cost of the infrastructure shared between Council and landowners?

Yes. Council will pay at least 30% of the costs while landowners will pay no more than 70%. This means Council will pay at least $1,715,947 and landowners will collectively contribute no more than $4,003,876.

I have already paid my contribution; do I have to pay any more money?

No. If you have already paid your contribution in full, you do not have to pay anything further. 

 

Can I pay my DCP contribution now?

You can only pay DCP contributions upon developing the land. Full details about the timing and payment of contributions are outlined in Section 5.3 of the Incorporated Document. 

 

How are contributions calculated?

Contributions are calculated with the new contribution rate of $38.78 per square metres (expressed in April 2026 dollars), per total site area (square metres) of a property. For example, in April 2026 dollars, a property of 1,000 square metres in area, would be required to pay a contribution of $38,780 (i.e. $38.78 x 1,000 square meters = $38,780 in April 2026 dollars).

 

 

If I haven’t paid my contribution yet, how much is it?

You can find an estimate of how much you will need to pay by looking at the table on pages 74 - 75 of Appendix 2 in the Incorporated Document. Refer to the corresponding DCP Parcel ID Number for your property from figure 3 on page 10. (The applicable contribution is calculated on the above mentioned contribution rate).

Please note that the contribution amounts are an estimate only because they are expressed in April 2026 dollars. Contribution costs are indexed quarterly, so your contribution amount will depend on when you pay it. I.e. the contributions will be indexed again by the end of July 2026 and so on. Section 5.8 of the Incorporated Document explains how contributions are indexed.

Who will deliver the infrastructure?

The Mornington Peninsula Shire is responsible for delivering the infrastructure as the Development Agency for the DCP.
