The Mornington Peninsula Shire Community Amenity Local Law regulates activities such as busking on roads or public places through a permit process.

A regulated number of permits will be issued at any one time at various locations throughout the Mornington Peninsula. The Community Safety officers are responsible for assessing permit applications.

  • Applications to busk must have attached to them a letter of consent from the relevant trader group or Chamber of Commerce.
  • All permits issued will contain a number of conditions which must be adhered to by the performer. Failure to do so may result in the permit being amended or cancelled.
  • The requirement for public liability insurance will be assessed on each application received.

Why is this permit needed?

Busking or street entertainers can bring enjoyment to the community and add to the vitality of the street, it is important however, that these activities are conducted in a manner which compliments other activities within the township.

What is a busker?

  • A busker is a person who plays an instrument, sings, dances, juggles, mimes, performs an act or entertains the public with either a performance or with visual art.
  • A busker is not allowed to sell or offer or expose for sale any article or commodity, or perform on behalf of any political or religious organisation.

How much will it cost?

The busking permit fee is $55 and is paid at the time of application.  For children aged 16 years or younger or, in the case of a fund raising activity, for a registered charitable organisation, this fee is waived. 

How long is my permit for?

Permits are generally issued for a 3 month period, however a permit may be extended up to 3 times in a 12 month period without further application fee. This will be dependant on availability of location and the number of other applications received.
