Mornington Activity Centre Structure Plan

The Mornington Activity Centre Structure plan provides a policy framework that guides land use, development, transport and public and private investment in the centre up to 2030.  It outlines a shared vision with supporting objectives and strategies for achieving the vision. Identifying five distinct precincts, the Structure Plan addresses the following ten key elements:

  • Sense of Place
  • Main Street Focus
  • Active Frontages and Safe Interfaces
  • Pedestrian Network and Open Spaces
  • A Diversity of Activity
  • Built Form and Heritage
  • Public Realm and Landscape Character
  • Bicycle and Public Transport Networks
  • Traffic and Car Parking
  • Accessibility and Safety by Design

The plan includes an implementation framework outlining stakeholder leadership and responsibilities, projects and planning actions responding to each of the above themes.

A structure plan determines what is working well in an area and how this can be enhanced, as well as how the area can grow and change in the future. It provides clear strategies for how this can be achieved.
