Kindergarten Infrastructure Services Plan (KISP)

The Victorian Government ‘s Best Start, Best Life reform is transforming kindergarten. Children accessing three-year-old kindergarten will have access to up to 15 hours a week of funded kindergarten by 2029. Four-year-old kindergarten is evolving into Pre-Prep, offering up to 30 hours a week of play-based learning as it rolls out through until 2036.

A Kindergarten Infrastructure Services Plan (KISP) has been developed by the Victorian Government in conjunction with the Shire to support service planning and includes information about:

  • the current supply (or capacity) and demand for funded kindergarten
  • forecast demand for three-year-old kindergarten and Pre-Prep
  • forecast ‘unmet demand’ for kindergarten – that is, the kindergarten places needed that cannot be met by current or planned capacity
  • expectations about how demand growth will be accommodated over the roll-out.

The Victorian Government is currently updating KISPs with all local governments to include the latest data and incorporate the demand generated by the Pre-Prep announcement.

While a KISP is not a funding document and does not commit any party to funding specific projects, it is expected that future investment requests would align with the relevant KISP.
