Proposed road discontinuance and sale of land abutting 42 -48 Charles Street and 14a Graeme Street, Dromana

Proposal  

Notice is given pursuant to sections 206(1) and 223 of the Local Government Act1989 (the Act) and section 114 of the Local Government Act 2020 that Mornington Peninsula Shire Council (Council) is proposing to discontinue a section of road adjoining 42 - 48 Charles Street and 14a Graeme Street, Dromana which is shown on the plan below (Road). The Road forms part of Certificate of Title Volume 11425 Folio 814.

If the Road is discontinued, Council is proposing to sell the resulting land at market value to the adjoining property owners at 42 and 48 Charles Street and 14a Graeme Street, Dromana by private treaty.

Any person may make a submission on the Proposal to the Council. 

Submissions on the Proposal must be in writing, include your name and contact details, sent by mail or email by 4 September 2026 and should be addressed to:

Written submissions can be delivered in person to 90 Besgrove Street Rosebud. 

All submissions will be considered in accordance with Section 223 of the Act 

Any person making a written submission is entitled to request in the submission that they wish to appear in person, or to be represented by a person specified in the submission, at a meeting of the Submissions (Section 223) Committee in support of the submission. A request to be heard must be in your written submission. Submitters will be advised of the time and date of the Section 223 committee meeting hearing.   

Please note that copies of submissions will be made publicly available in the business papers of the meeting of the Submissions (Section 223) Committee and the subsequent Council meeting at which the Proposals will be considered. Personal Information will be removed from submissions prior to public release. Meetings of the Submissions (Section 223) Committee and Council are livestreamed and recordings are uploaded to Council’s website (accessible worldwide) for an indefinite period. A hard copy of submissions and meeting records will also be made available for inspection by members of the public at Council offices.  

Following the consideration of any submissions, Council may decide to discontinue and sell all of the Road, part of the Road or not discontinue and sell the Road.
