Have your say on how we manage land and buildings

Mornington Peninsula Shire is inviting community members to share their views on a new Property Framework that will shape how we manage, buy and sell land and buildings.
The Shire has a large portfolio of land and buildings that supports community services. A growing population, rising service expectations, and financial and environmental pressures mean a more coordinated and sustainable approach is needed.
Community feedback is now being sought on three documents that together form part of the Property Framework:
Draft Property Strategy 2026–2031
This draft Strategy sets out how we manage our property portfolio to ensure long-term community benefit while keeping the Shire financially sustainable.
Draft Sale and Acquisition of Land Policy
This draft Policy sets out clear criteria for selling or buying land. The policy ensures these decisions are made strategically, support the community's needs, and are guided by consistent and transparent principles — including an acquisition matrix.
Draft Discontinuance of Roads and Minor Reserves Policy
On occasion, we close roads or small reserves that are no longer in use or required for public use. This process is known as a discontinuance. This draft Policy introduces agreed principles and criteria to ensure discontinuance proposals are considered equitably and managed in a transparent and consistent manner.
Acting Mayor Councillor Paul Pingiaro said that a single Property Framework supports consistent and transparent decision-making: “Because decisions about managing property, buying and selling land, and discontinuing roads or reserves are often interconnected, Council is consulting on all three documents together." Cr Pingiaro said.
"This gives the community a complete picture and the opportunity to provide feedback on how these decisions work as a whole.“
