The Dromana Arthurs Seat Escarpment area is a key landmark on the Peninsula. The escarpment supports a diverse range of activities including habitat restoration, outdoor recreation, agriculture, and rock extraction. The escarpment holds deep cultural heritage significance and is a classified National Trust Landscape. The escarpment area is approximately 573 hectares in size and includes Arthurs Seat State Park, Hillview Quarries, Hillview Community Reserve and Parkdale Estate.

In the 2023/24 adopted budget, Council allocated funds towards the development of the Dromana Arthurs Seat Escarpment Management Plan. The aim of the project is to document an agreed vision, identify guiding principles and produce an implementation plan for the future of the escarpment, providing a sustainable and consistent approach to balance competing stakeholder objectives for economic development, environmental conservation, and community-led enterprise. To advance the project consultation was undertaken to ensure views and opinions from the community were considered.

Consultation outcomes

Community consultation was undertaken from 20 May to 21 June 2024 for both the Shaping Greater Dromana Plan and the Dromana Arthurs Seat Escarpment Management Plan.  The consultation aimed to obtain feedback from the community and stakeholders to help inform both projects.  You can review the feedback for the Dromana Arthurs Seat Escarpment Management Plan by downloading the Summary Report and associated submissions on this page.

Request for quotation

After the consultation, a consultant brief was developed, and 10 suitably qualified and experienced consultancies were invited to submit a quotation to develop the Dromana Arthurs Seat Escarpment Management Plan. The request for quotation closed on 23 October 2024, however, no quotations/submissions were received.  A project update was subsequently provided to Council in March 2025 and options on how to best progress the project were considered at the Council meeting held on 8 April 2025.  At this meeting Council resolved to:

  1. Pause any decision on the Escarpment Management Plan, until September 2025 and all community feedback has been collated to date, be published, and made available for the public.
  2. Ensure that the Escarpment Management Plan is reconsidered by Council only after the adoption of the new Leasing and Licencing Policy, so that any decisions align with maximising community benefit and meeting community expectations.
