2023 Planning Scheme Review

On 30 April 2024, Council formally adopted the Mornington Peninsula Planning Scheme Review No. 5 2023 report (the 2023 Review). The 2023 Review found that a significant amount of strategic planning work has been completed since the 2018 Review. Of the 236 actions, 70% have either been completed or substantially progressed with highlights being:

  • Housing & Settlement Strategy
  • Neighbourhood Character Study
  • Green Wedge Management Plan
  • Progression of ESD controls
  • Progression of Heritage preservation
  • Parking Precinct Plan for major activity centres; and
  • Township and activity centre planning for numerous centres.

    The 2023 Review includes:

  • An audit of the strategic planning work undertaken by Council since the last formal review in 2018;
  • Lessons learnt from VCAT and Planning Panels Victoria, including the need to continually monitor the application of local policy in decision-making;
  • The ongoing requirement to monitor State Government policy or provision changes that may have an impact on the Mornington Peninsula Planning Scheme;
  • An analysis of the main drivers of change on the Mornington Peninsula, many of which are already recognised in the planning scheme.

    The Review also highlights the need for Council to continue to advocate to the State Government on a range of issues, including the need:

  • To review and revise existing bushfire planning provisions (including as-of-right vegetation removal exemptions) to minimise unnecessary vegetation loss on private land within the Shire
  • To elevate ESD targets to achieve carbon neutral and climate change resilient development
  • For stronger and clearer policy and controls for green wedge land to ensure greater consistency in decision-making
  • For certainty around the future role and development of the Port of Hastings, as well as the release and planning of surplus land.

 

Implementation Plan

The 2023 Review provides a clear implementation plan with twelve new actions and a further 42 carried over that are currently underway or yet to start.
