How to make your application

Step 1.Pre-Application Meeting

The Shire offers a dedicated pre-lodgement planning application service to provide valuable pre-application advice to enable planning applicants to:

  • Discuss their proposal in detail
  • Gain advice and
  • Have the opportunity to make any changes to their application prior to submission in line with Council’s requirements.

Step 2.Complete the application form

Step 3.Ensure you have all the supporting information and documents

  • Information on the initial stages of the planning permit process 
  • A planning application form
  • A copy of the fee structure
  • A credit card payment form

Step 4.Determine your application fee

Refer to our fee schedule(PDF, 178KB) to determine the applicable application fee.

Step 5.Make an online payment

You can now make payment online prior to lodging your application. Please include a copy of your receipt with your application as proof of payment.

Step 6.Submit your completed application

In Person: The Planning Services Unit is located at the Mornington Office, 2 Queen Street Mornington

You can also lodge your application with Council's Customer Service staff at the following offices:

  • Rosebud Office - Besgrove Street, Rosebud
  • Hastings Office - Marine Parade, Hastings

Privacy notice:  All information collected as part of this permit application will be available for public inspection in accordance with Section 51 of the Planning and Environment Act 1987. If you fail to provide this information, your application may not be processed. The information collected about you as part of the planning permit process will be made available at your request.
