C262morn - Mornington Peninsula Heritage Review

Introduction

Amendment C262morn proposes to implement the recommendations of the Heritage Review Area 3 study applying to Blairgowrie, Portsea and Sorrento. This study was adopted by Council in August 2019. The amendment will introduce the Heritage Overlay to 65 individually significant places and six heritage precincts in Blairgowrie, Portsea and Sorrento on a permanent basis.

The amendment also affects a few places outside the Heritage Review Area 3 study area, in Arthur’s Seat, Rosebud, Somerville and Tyabb.

The purpose of the Heritage Overlay is to conserve and enhance heritage places and to ensure that any development does not adversely affect the significance of a heritage place.

The following sections list the properties and precincts proposed for heritage protection.

Each property and precinct have a link to a document called a heritage citation. The citations have been prepared by a qualified heritage consultant in accordance with the accepted standards for heritage assessment. The citation includes a ‘Statement of Significance’ that explains why it is a significant heritage place.

If you click on the link beside each property or precinct, you will be able to see the citation document for that place/precinct.

How to Make a Submission

Any person who may be affected by the amendment may make a submission about the amendment. Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.

The information you provide is collected by the Shire in accordance with the Privacy and Data Protection Act 2014 for the purpose of considering your submission. You may view the Shire’s Privacy Policy at www.mornpen.vic.gov.au for more information.

Precincts in the Heritage Review Area 3 study

Currently there is a large Heritage Overlay HO1 covering the Sorrento historic precinct. The study recommended that this large precinct be revised to exclude sites that have undergone significant change and do not have heritage significance. These areas are shown as pale yellow in the Sorrento map below.

It is proposed to introduce four new defined precincts in the Sorrento historic area covering the commercial, foreshore, cliff-top and residential areas. It is also proposed to introduce two new precincts in the study area, namely the East Sorrento precinct and the Back Beach Road, Portsea precinct.

The six precinct maps are shown below and if you click on the link below each precinct, you will able to see the citation document for that precinct. The citation map will show the properties that are contributory to the historic significance of the precinct and the properties that are non-contributory.

Amendment Documentation

Next Steps

Submissions are public documents and Council must consider all submissions received during the exhibition period for the amendment. If concerns raised in submissions cannot be resolved by making changes to the amendment, Council is required to decide whether to abandon the amendment or refer all submissions received to an Independent Planning Panel.

At the panel hearing, owners can present their own submissions or have their own heritage experts to present an argument on their behalf. The panel’s report and recommendations will be considered by Council, prior to approval by the Minister for Planning.

If you make a submission you will be updated as the amendment progresses. If you don’t make a submission Council will not contact you again, but you can follow the progress of the amendment on this webpage.
