C224morn - Dromana Town Centre
Planning Scheme Amendment C224morn proposes to implement the objectives of the Dromana Township Project Report (June 2018) by applying a Design and Development Overlay to the commercial area of the Dromana Township. The Amendment:
Inserts one new schedule to the Design and Development Overlay (Schedule DDO29); and
Amends the Schedule to Clause 72.08 Background Documents to include the Dromana Township Project Report (June 2018) as a background document.
The land affected by the amendment is the land within the Dromana town centre, as shaded purple in the below map:
The Planning Scheme Amendment is required to ensure that the Dromana town centre develops in a manner that is consistent with the character, role and function of the township.
Specifically, Design and Development Overlay Schedule 29 (DDO29) applies to the commercial area of the Dromana township and applies a mix of discretionary and mandatory requirements relating to building design, building setbacks and building heights. Broadly speaking, these provisions seek to:
maintain the low scale coastal built form character of the Dromana town centre and sensitive built form transition to abutting residential land by introducing a 3 storey maximum height limit.
maintain the fine grain presentation of development to Point Nepean Road and Pier Street.
strengthen Pier Street as the heart of the town centre and encourage moderate change to the back of the town centre.
protect key views from the foreshore, across the town centre towards Arthurs Seat.
encourage the provision of new pedestrian laneways and laneway connections through the town centre to improve connectivity and pedestrian amenity
- The amendment will provide greater certainty for permit applicants and the community regarding future development of the Dromana town centre.

How to make a submission
Any person who may be affected by the amendment may make a submission to the planning authority about the amendment. Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.
The closing date for submissions is 5:00pm on Monday 24 August 2020.

Submissions are public documents and Council must consider all submissions received during the exhibition period for the amendment. If concerns raised in submissions cannot be resolved by making changes to the amendment, Council is required to decide whether to abandon the amendment or refer all submissions received to an Independent Planning Panel.

The panel’s report and recommendations will be considered by Council. Council will then make a decision on whether to abandon or adopt the amendment. If Council adopts the amendment, then the amendment is submitted to the Minister for Planning for consideration and a decision.
