C206 - Rosebud Structure Plan

This Amendment has been prepared by the Mornington Peninsula Shire Council, who is the planning authority for this Amendment.

Land Affected by the Amendment

The land affected by the amendment is the Rosebud activity centre and the adjoining residential areas, as per the Rosebud structure plan and as shown on the map below:


What the Amendment does

The amendment implements the adopted Rosebud Structure Plan into the Mornington Peninsula Planning Scheme, by introducing a local planning policy and a new Schedule to the Design and Development Overlay to guide decision making with respect to land use and the design of new development.

The amendment also implements the adopted Rosebud Structure Plan by rezoning land as follows: 

  • Removes Schedule 1 to Design and Development Overlay (DDO1) from residential land in Rosebud identified as suitable for higher density.

  • Rezones residential land with Point Nepean Highway frontage, between First and Fourth Avenues, Rosebud, to the Mixed Use Zone as per recommendations of the structure plan.

  • Rezones residential land between First and Ninth Avenues, north of Mount Arthur Road and on the foreshore to General Residential Zone 5. It applies the structure plan requirement for a maximum of two storeys and reflects street setback, height requirements and preferred character recommendations of the structure plan.

  • Rezones residential land near the activity centre in Rosebud to General Residential Zone 6 with the purpose of allowing building heights to up to three storeys, subject to requirements set in the DDO schedule, and to support medium density development in the area.

  • Corrects a zoning anomaly by rezoning the Rosebud library and the surrounding parking area from the General Residential Zone 1 to Commercial Zone 1.

The Amendment was adopted at the Planning Services Committee meeting held on Monday 16 October 2017.

Council has now forwarded the Amendment to the Minister for Planning for Approval.
