Reminder: have your say on the proposed Annual Budget 2019/20

The chance to provide your thoughts on Mornington Peninsula Shire Council’s Proposed 2019/20 Budget is coming to an end. Submissions close Friday 26 April 2019.

We’ve worked with our community to develop the Proposed Budget 2019/20 – and now encourage your comment on the draft document.

Shire Mayor Councillor David Gill thanked residents who provided pre-budget submissions during the first stage of the budget process.

“When developing this Proposed Budget, we listened to your feedback to fund the projects, initiatives and services that meet your needs and expectations.

“We encourage the community to submit their further thoughts, suggestions and priorities for the coming year to help us guide the direction of the peninsula’s future,” concluded Councillor Gill.

The state government sets out the maximum amount Councils may increase rates in a year. For 2019/20 the rate cap has been set at 2.5%.

The Proposed Budget includes changes to some elements of the Rating Strategy, including a focus on Green Wedge protection and an increase to the Waste Service Charge. 

The Proposed 2019/20 Capital Works Budget is $69.9M. Some big-ticket items include:

  • The preliminary phases of the $45M Rosebud Aquatic Centre
  • $2.1M Mornington Community Centre
  • $2M Crib Point Recreation Reserve Pavilion - Change Rooms
  • $2.3M on buildings renewal and upgrade
  • $9.1M road renewal and road safety improvements
  • $2.4M footpaths and trails
  • $5.4M parks, open spaces and streetscapes
  • $3.3M drainage replacements and upgrades
  • $3.3M recreational leisure and community facilities (excluding the Rosebud Aquatic Centre) 

Projects in the Proposed $3.8M Priority Projects Program include:

  • Integrated transport planning
  • Wastewater management
  • Tootgarook Wetland and Green Wedge management
  • Tyabb-Somerville recycled water scheme
  • Weed management
  • Township planning

PUBLIC NOTICE

Notice is given pursuant to sections 129 and 223 of the Local Government Act 1989 (‘the Act’) that the Mornington Peninsula Shire Council (‘Council’) has prepared a Proposed Budget for the 2019/20 financial year.

The 2019/20 Proposed Budget is available to view on Council’s website (mornpen.vic.gov.au).  Hard copies are available for inspection at Mornington Peninsula Shire’s Rosebud, Mornington and Hastings offices. The Budget document is on exhibition until Friday 26 April 2019.

 

Any person may make a written submission on the Budget. All submissions received on or before Friday 26 April 2019 will be considered by Council in accordance with Section 223 of the Act. 

If a person wishes to be heard in support of their written submission they must include the request in their submission and this will entitle them, or a person acting on their behalf, to appear in person before a meeting of the Section 223 Submission Committee of Council (‘Committee’), scheduled to be held on Wednesday, 8 May 2019 commencing at 6.30pm, at the Mornington Peninsula Shire’s Rosebud Office, 90 Besgrove Street, Rosebud.

Submissions received, including the name of the submitter, may be published on Council’s website and may form part of the public record of relevant Council and Committee meetings. Personal information including phone numbers, email and street addresses will not be disclosed. Any offensive, defamatory or third-party personal information will not be published.
