Have Your Say: Civic Reserve Concept Plan

In 2008, the Mornington Peninsula Shire developed and adopted a long-term Master Plan for Civic Reserve. The master plan identifies a range of projects at the reserve, some of which have been completed and others that were considered to be longer term developments. The master plan identifies a large portion of the eastern side of the reserve for ‘Multi Use Sport and Recreation Fields.

As an outcome of the 2016 Federal Government Election, Local Federal Government MPs from the Flinders and Dunkley Electorates committed a total of $3 million towards construction of an athletics track and soccer fields, with a preferred location ultimately being the above mentioned multi use sport and recreation fields area at Civic Reserve in Mornington. 

A concept plan for Civic Reserve has now been developed that provides new athletics and soccer facilities that, once implemented, will improve the appearance, safety and amenity of the reserve.

The scope of works includes the following items:

  • A 400-metre all-weather athletics track;
  • Four senior-size soccer pitches;
  • Location for a future pavilion;
  • Irrigation supply and drainage infrastructure;
  • Lighting for the soccer pitches;
  • Upgrade and expansion of the existing parking, road network and reserve access at Dunns Road.
  • New access pathways to all facilities and adjacent residential areas, including retention of existing;
  • Water Retention basin and other WSUD features;
  • Landscaping and buffer planting; and
  • Electrical and other service upgrades to the reserve.

A site survey, approved layout plan, geotechnical investigation and traffic study has been completed for the reserve. A draft concept plan for this eastern section of the reserve has been developed in consultation with the Mornington Little Athletics Club, Mornington (senior) Athletics Club, Mount Martha Junior Soccer Club and state sporting associations.

Construction is to be undertaken between July 2018 and April 2019.

This project is joint funded by the Federal Government and Mornington Peninsula Shire.

Q: What is the timing of the works?

A: The project is required to be delivered in the current term of government.

Q: Will the reserve and facilities be accessible during construction?

A: Yes. Outside of the organised sporting activities, access to most of the reserve will be made available.

Q: What type of lighting is proposed for the soccer pitches?

A: Typically, operational lighting for sporting fields involve directional downlighting on tall poles that creates a relatively confined pool of light proximate to the source reducing obtrusive light. Light colour is typically a cool or warm shade of white.
