Background Report
A Key Issues and Opportunities Report was prepared to address the following questions for both the town centre and the foreshore:

- What are the existing conditions?
- What are the issues we are facing in the future and what are the opportunities?
- How does the community see the issues, opportunities and future?


The Shire has undertaken exstensive community consultation through focus groups and a community 'open day' hosted on the Village Green in Rosebud.

From these investigations and community consultations the Key Issues and Opportunities Report - May 2007 was prepared by Hansen Partnership. This report includes as appendices the reports prepared by specialist consultants on issues such as traffic. Appendix 2 is the report prepared by Village Well, the community consultation consultants.

The Key Issues and Opportunities Report addresses both the town centre and the foreshore.

Vision and Objectives Statement
A draft Vision and Objectives Statement was developed to address the following questions:
- What do we want to achieve for the town centre in the long run?
- What do we wish the centre to look like in 20 to 30 years time?


The Statement was discussed with the Community Focus Group in November 2008.

Scenario Report
A draft Scenario Report with a range of ideas for the future development of Rosebud Town Centre was discussed with the Community Focus Group in November 2007. It addressed the following question:
- What are the options to achieve our vision in terms of economic and residential activity, urban design, traffic and parking?

Draft Structure Plan
Taking into account the feedback from the Community Focus Group on the Vision and Objective Statement and the Scenario Report, Hansen Partnership have prepared a Draft Structure Plan.

This draft plan is available for viewing by clicking on the link below.

This Draft Structure Plan is now on exhibition and you are invited to provide the Shire with your comments.

For the Rosebud Foreshore Hansen Partnership have prepared a separate Draft Coastal Management Plan which is available at the link below.

This Coastal Management Plan is also on exhibition and your comments on this are welcome too.

The closing date for submissions on both draft plans is 13 November 2009.

The Shire will be undertaking a range of community consultation focus groups.

At these focus groups there will be a detailed briefing on the plans and an opportunity to discuss your concerns.

If you wish to attend one of these, please register your interest with the Strategic Planning Department on 5950 1928.

The focus groups will be held in October and take place in the Rosebud Council offices.

Structure Plan and Planning Scheme Amendment
Once completed the Structure Plan and Planning Scheme Amendment will address the following questions:
- What is the best plan for the future of the Rosebud town centre?
- How can this best be implemented in the Mornington Peninsula Planning Scheme?
