| Council and Committee Meetings are generally conducted on a Monday evening. Meetings are open to the public except where matters of a confidential or 'in camera' nature are considered.
Meeting agendas are made available to the public via the website (from midday Tuesday) and for inspection from Council Offices (from midday Wednesday) prior to the meeting.
Meeting minutes are generally available within seven days of the meeting via the website and hard copies can be viewed at all Council offices. | |
| Meeting Definitions | | Council Meetings Council Meetings consider non-delegated recommendations from the Development Assessments Committee, Forward Planning Committee, Audit Committee and, where appropriate, other Council Committees. The Council meeting will also consider general business items that are not considered by the various committees.
Development Assessments Committee Meetings This meeting consists of all Councillors and operates under an Instrument of Delegation. Items considered are those pursuant to business relating to town planning applications, planning scheme amendments and subdivision matters. The Development Assessments Committee provides for public participation by way of verbal submissions, providing that intended speakers have lodged a written submission and attended the mediation meetings, called Planning Application Conferences when applicable.
Forward Planning Committee Meetings This meeting consists of all Councillors and deals with items of a strategic and policy nature. Forward Planning Committee Meetings are essentially a "think tank" and allow for discussion and community input on matters which are then forwarded to the next available Council Meeting for consideration.
Special Purposes Committee Meetings The Special Purposes Committee deals with matters of a confidential 'in camera' nature and generally will not be open to the public. Business includes the letting of contracts and any other confidential matters which may prejudice Council or any other person.
Section 223 Committee Hearings This Committee consists of three Councillors on a rotational basis and provides opportunity for persons who have lodged a formal submission to be heard. The Section 223 Committee does not have delegated authority and reports are later considered at the next appropriate Council Meeting for a formal decision. Matters to be considered under a Section 223 Committee Hearing are those in which submissions may be lodged in accordance with Section 223 of the Local Government Act 1989.
Audit Committee Meetings The purpose of the Audit Committee is to assist Council in the discharge of its responsibilities for financial reporting, maintaining a reliable system of internal controls and fostering the organisation's ethical development. This Committee consists of two Councillors and three independent community members and does not have delegated authority. Reports are later considered at the next appropriate Council Meeting for a formal decision. | |
